Adds src/function-limits.test.ts: every function stays within ESLint's default max-lines-per-function (50) and complexity (20), measured on Node's type-stripped output with acorn (new devDependency, zero deps; TypeScript 7 ships no compiler API for typescript-eslint). The 13 functions over a limit today are grandfathered at their current size: they may shrink, never grow. Item 32 re-scored to R 6, so it ships alone.
