Goals rewritten as nine one-line aims under a tagline; each old goal's detail moves to the README section or decision that meets it; decisions cite the new numbers; the size ratchet cites KISS; the CLI moves to 0.4.0; a strict per-format reader is filed first in 0.2.0; AGENTS.md takes the global chunk size.
