Reshapes todo.md into the scored table rank_todo.py checks, moves items 31, 33, 34, 38, 42, 46 and 47 to 0.3.0, gives item 7 the README's HTML documentation, and cuts AGENTS.md §7 to what the global working loop leaves open (item 44).
