Step 1 of the data update plan in todo.md: a category JSON naming a rows TSV beside it with the options key, name, weight and parent; row selection by key or name; descent to linked tables; consistent draws across a table family within one render and draw group; the fence refusing a root choice of same-shaped templates; DATA-LICENSES.md and data-import/; misc.country, currency, language, httpstatus and mimetype as tables, country and currency rebuilt from their sources.
