todo.md is now the plan ordered as semver releases, with every done item dropped: steps 1 to 4's conversions are in CHANGELOG.md already, so the lines describing them carried nothing. What remains sits under v0.1.0 or v0.2.0, written as target states, with the four decisions this data work left open under their own heading.

The handoff kept facts the repo can hold. The gocache volume's ownership, which answers the documented REPIN command with permission denied in a fresh checkout, is now in README Development beside that command; the fast-forward merge spelling tea pr merge cannot produce is in AGENTS.md.

Moving README Decisions to docs/decisions.md is filed under v0.1.0 rather than done here: it is its own chunk.
