Two goals settle questions the plan was carrying as questions. Goal 11 orders breadth by how many real schemas hold a category, which is why no pop-culture catalogue ships and why the bare Decisions entry saying so is gone: a goal outranks a decision record. Goal 12 says realism is the default and inertness is selectable, which turns the url/email domain question into work — keep the wide set, add a path drawing only names nobody can register — and exposes the same gap in phone, bankgiro, plusgiro and routing.

## Audience names the contributor it already had: todo.md, AGENTS.md and Development are written for a reader the four consumer personas did not cover.

The project has no handoff document any more. Its contents went where they belong: the nine research reports todo.md's category tables were built from are in docs/research/ and linked from those tables, the cache's size and --cache reuse are in README Development, and Gitea's unlisted queued runs are in AGENTS.md. The timezone weight's measured premise rides into docs/decisions.md with the item that creates it.
