Adds misc.tld, the root zone's 1438 delegated TLDs as a table keyed with its leading dot, with the register's type and a unicode column that also selects the row. Built by data-import/tld.py, which drops a delegation the register marks Not assigned and proves each displayed form punycodes back to its key.

Files .eh in todo.md: misc.territory[EH].tld renders a TLD the root zone has never held.
