Adds goal 13: the code is judged on what it costs to read, scored on the reader panel four dimensions, as a ratchet. AGENTS.md gates it at 7.0 and todo.md carries the round — the nine-seat findings run, a PR per item it names, then the run again, until the score passes. Below 7.0 nothing else merges, bar a security fix and a dependency bump. Appended as goal 13 rather than inserted by priority, because nine places across four files cite goals by number.
