A nine-reader comprehension panel and a systems-architect review, both 2026-09-20. Panel scored 7 overall; Locality capped every unit reader at 5-6 and Shape capped both architects at 6. Files the gate at 7 on all four dimensions, the five verified defects ahead of it, and repairs the five decision-log links broken by the move to docs/.
