• AGENTS.md: new goal 6, configurable and extendable without costing the defaults. Goal 8 now routes state wider than a session (pools, shared limits, what survives a restart) through one optional store. Goals after 5 renumbered, references included. Decision: CI tests on Linux only, and src/ keeps off what is known to break on macOS or Windows.
• todo.md: every gap from comparing 0.5.0 with other SMPP libraries. A limiter hook replaces the throttling decline; failover (fixed or round robin, starting over on by default), shipping src and coverage floors are planned; the optional store is at the bottom; CommonJS stays declined; the v0.5.0 tag is ticked.
