The nine goals move from AGENTS.md to README.md, unchanged and still numbered, so an outside reader sees where the library is heading. A new Audience section states who depends on it and what they may rely on.

AGENTS.md keeps a pointer at the goals and its documentation layout is updated to match; todo.md's location claims follow. The audience wording is new and needs review.
